Integrity Watch is an Afghan civil society organization committed to increase transparency, accountability, and integrity in Afghanistan.
Integrity Watch works with local communities, officials, public representatives, and private sector actors to fight against corruption and empower citizens to act with integrity and demand accountability from all actors making decisions that stand to have an impact on their lives. Integrity Watch trains and mentors’ members of local communities to monitor humanitarian aid and education and healthcare service. It conducts policy-relevant research to better inform decision-makers and Afghan citizens in this regard. Integrity Watch works closely with civil society organizations to build their technical capacity to oversee humanitarian aid and provision of healthcare and education services, and to strengthen their internal organizational practices. Integrity Watch engages in evidence-based advocacy for the adoption of policies and practices that increase transparency, accountability, and integrity in Afghanistan.
The Program Specialist oversees training material development and coordinates managerial staff, coordinators, officers, and assistants. The role focuses on strategic management and interdepartmental coordination for efficient program implementation.
The Program Specialist will have the following responsibilities for managing the program work and coaching the program colleagues as outlined below:
Community-Based Monitoring of Schools (CBM-S):
- Technical support to CBM-S, including training material and verification of content for public audience.
- Check the IPs' weekly progress reports.
- Track the M&E findings and implement program improvements.
- Monitor the monthly targets for CBM-S.
- Present findings to the government sector.
Community-Based Monitoring of Health (CBM-H):
- Technical support to CBM-H, including training material and verification of content for public audience.
- Check the IPs' weekly progress reports.
- Track the M&E findings and implement program improvements.
- Monitor the monthly targets for CBM-H.
- Produce short report of the findings from the database for MOPH
- Present findings to the MOPH.
Social Audit:
- Technical support for social audit, including selecting the topics, reviewing checklists, training material, and verifying content and checklist.
- Review, provide comments and finalize the reports.
- Monitor the monthly/ weekly targets for social audit reports.
General responsibilities:
- Directly manage coordinators, officers, and assistants.
- Provide weekly progress updates to the program manager and IWA Director.
- Collaborate on donor and government reports in coordination with the program manager.
- Conduct capacity-building training for IPs and lead bootcamp workshops.
- Attend weekly program meetings.
- Participate in the recruitment and evaluation processes for IPs.
- Coordinate meetings and follow-up on MOUs with sectoral ministries.
- Handle additional tasks assigned by the Program Manager.
Education:
- Minimum bachelor's degree in BBA, public administration, international development, policy studies, or a relevant field; and PMP certified will be plus point.
Experience
- 7 to 10 years of managerial experience in a relevant field.
- Extensive knowledge and work experience with funding agencies.
- Proficiency in professional business communications and team management.
- Experience in community-based monitoring (CBM) and proposal writing is a plus.
- Previous experience in an NGO or International Organization.
- Multicultural approach and professionalism.
Knowledge, skills and abilities
- Proven experience in program development, management, and leadership.
- Excellent written and verbal communication skills in English, Pashto, and Dari.
- Commitment to Integrity Watch Afghanistan's mission, vision, and values.
Languages
- Excellent written and spoken English, Dari and Pashto.
